Transition

The ESC-17 Transition program serves parents, families and educators by offering resources and training on federal and state guidelines for transition services.  Staff development and technical assistance are available to support districts, charters, families, and community agencies in achieving student success as students move towards high school graduation and beyond. 

Training is designed to address a full range of student and district needs which include: The Individuals with Disabilities Education Act (IDEA), transition planning, Individual Education Plan (IEP) goals, transition assessments, post-secondary goals, self-determination, as well as information from state and local agencies. 

IDEA was reauthorized in 2004 putting into place a system for students with disabilities to be successful after the completion of high school. IDEA requires transition services be in place as part of the IEP, prior to the child's 16th birthday.  In 2011, the Texas Legislature passed Senate Bill 1788 changing the required age for transition planning to age 14 for all students residing in Texas. In order for students to insure they select the courses needed to meet their post secondary goals, transition planning typically begins during the student middle school years.

Training and technical assistance are provided to district transition contacts and vocational adjustment coordinators in the development and implementation of effective transition services and inter-agency collaboration. Free bimonthly meetings are provided during the school year to inform district personnel of changes in federal and state regulations, update district personnel on agency services, and to present effective practices that enhance the transition planning process.

SPP 14

SPP Indicator 14 is related to Post-School Outcomes and measures the “percent of youth who had IEPs, are no longer in secondary school and who have been competitively employed, enrolled in some type of post-secondary school, or both, within one year of leaving high school.”
