Education Service Center Region 17 provides support and coordination for the review, adoption, and distribution of state-adopted instructional materials, and administers the Technology and Instructional Materials Allotment (TIMA).
The Instructional Materials and Technology Allotment (IMTA) can be used to purchase instructional materials; technological equipment; certain related software, systems, and services; and salaries for specific technical support employees, as described in Texas Education Code (TEC), Chapter 31 Instructional Materials and Texas Administrative Code §66.1307.
Each district and open-enrollment charter school is entitled to an instructional materials allotment amount determined biennially by the commissioner and based on the legislative appropriation. These funds become available after September 1 of each odd-numbered year. The allotment is accessed through EMAT (must obtain EMAT access and complete the training and prerequisites first).

SBOE Proclamations...

  • The State Board of Education (SBOE) issued Proclamation 2024 at its April 2022 meeting to call for science, grades K–12; technology applications, grades K–8; Personal Financial Literacy and Economics; and several CTE courses.  The SBOE is scheduled to adopt materials for Proclamation 2024 in November 2023. The adopted materials will go into classrooms in the 2024–25 school year.

  • The SBOE issued Proclamation 2022at the April 2020 meeting to call for health and physical education instructional materials. The adoption of materials under Proclamation 2022 is scheduled to occur in November 2021. The adopted materials are scheduled to go into classrooms in the 2022–23 school year.
  • The SBOE issued Proclamation 2021 at its June 2019 meeting to call for English and Spanish prekindergarten systems. The adoption of materials under Proclamation 2021 is scheduled to occur in November 2020. The adopted materials are scheduled to go into classrooms in the 2021–22 school year.
  • The State Board of Education (SBOE) issued Proclamation 2020 at its April 2018 meeting. Instructional materials were adopted in November 2019 for high school English language arts and reading. The adopted materials are scheduled to go into classrooms in the 2020–21 school year.
  • The SBOE issued Proclamation 2019 at their April 2017 meeting. The adoption of materials under Proclamation 2019 is scheduled to occur in November 2018. The adopted materials are scheduled to go into classrooms in the 2019–2020 school year.

    Proclamation 2019 calls for instructional materials for English language arts and reading, grades K–8; Spanish language arts and reading, grades K–6; spelling (English and Spanish), grades 1–6; handwriting (English and Spanish), grades K–5; English Learners Language Arts, grades 7–8; and Personal Financial Literacy.

    The SBOE requires that all Proclamation 2019 pre-adoption samples of instructional materials submitted for adoption be made available to the public online. Samples are only to be accessed for review purposes and may not be reproduced without the consent of the publisher. Links to those samples will be posted after May 4, 2018.

  • The State Board of Education (SBOE) issued Proclamation 2018 in November 2016. The materials under Proclamation 2018 were adopted in November 2017 and are scheduled to go into classrooms in the 2018–19 school year.

    Proclamation 2018 called for instructional materials covering ethnic studies including, but not limited to, African American studies, Mexican American studies, Asian American studies, and Native American studies, to be used in Special Topics in Social Studies.

  • The SBOE issued Proclamation 2017 at their November 2015 meeting. The instructional materials were adopted in November 2016 and went into classrooms in the 2017–2018 school year.

    Proclamation 2017 called for instructional materials for all courses in career and technical education and languages other than English. It also calls for materials for Special Topics in Social Studies, Algebraic Reasoning, and Statistics.

    Instructional Materials Adopted

    All samples of instructional materials can be viewed online through the TEA website. Region 17 ESC also has digital samples of instructional materials available to the public for preview Monday through Thursday, 9 a.m. to 3 p.m. excluding holidays.
